You have 9 small boards to play on, that together form one big board. The first person who wins 3 small boards in a row wins. But beware, it's not as easy as it sounds - you don't get to pick on which board you want to play. Your opponent decides about that!
Ultimate Tic Tac Toe Online offers multiplayer mode, that lets you take your time - you have 24h for each move. You can also play against artificial intelligence on one of three advancement levels.
