There are three treasures on the stage. As a phantom thief, you win if you steal all of them.
However, the other party has a police and always keeps their eyes on it. While pretending to be a citizen, steal the police so that they will not be suspicious. That is the key to victory!

The phantom thief looks the same as a citizen, so it doesn't understand just by appearance. Give your eyes to the citizens who behaved suspiciously, and finally hit and arrest!
